Billingham were looking to keep up a good run of results that has seen them unbeaten in seven games, six in the league.
The first real opening was after 10 minutes as Michael Jameson combined with Neil Campbell straight through the heart of the Chester defence, only to see Jameson shoot wide.
After 15 minutes Jameson was again involved as a good run and cross from the left was met by Colin Iley at the far post, unfortunately Iley couldn't connect goalwards.
2 minutes later Chester were making in-roads at the Synners goal, and after some good play Cuthbertson shot straight at John Jackson in the Synthonia goal.
Two more chances fell to Billingham as both Campbell and Jameson had efforts that failed to trouble the Cestrians 'keeper Carmichael.
The visitors then had two efforts in a minute after 21 minutes. The first saw Paul Collins clear the danger under pressure. Then 'keeper Jackson made a good save to his left to deny Emmerson & Town taking the lead.
After 26 minutes Lee Flanagan made a good turn and shot from a sharp angle but straight at the 'keeper.
Simon Shaw saw an opening from 30 yards and unleased a terrific right foot shot that went just wide of the post.

Both sides were trying to get the upper hand in a game that either could have scored the opening goal.
Then after 58 minutes Jameson passed a short corner to Shaw who crossed from the right for LEE FLANAGAN to head into the net.
Synners were pushing to get the second goal and some daylight, but Chester were equal for the most part, but lacking in the final third.
Jameson sent a corner in after 66 minutes but Brian Close's header was saved by the Chester-le-Street 'keeper.
After 70 minutes the Cestrians centre forward Emmerson turned and shot just outside the penalty area, but Jackson got down well to save to his left and out for a corner.
Billingham should have extended their lead after 73 minutes when Iley crossed for Campbell who, un-marked headed back across goal but just wide.
A good ten minute spell of pressure by the visitors, saw them getting close but never really threatening the Billingham goal. Two efforts going harmlessly wide.
Then after 89 minutes LEE FLANAGAN sealed the points as he muscled out the Town defender in the inside right position, to run one on one with the 'keeper and coolly slotted the ball into the net.
The win moves Synners into a top 4 position, and are starting to win games that a month ago were ending in stalemates.
